"More than three years ago, New Jersey's lawmakers and members of the state's governing body for high school athletics flexed their muscles by agreeing to allocate $100,000 per year toward testing high school athletes for performance-enhancing drugs.
In those three years, 1,500 of the state's estimated 258,000 athletes were tested at a cost of $200 each test.
The results? Two high school athletes tested positive and were given a one-year suspension from athletic participation.
"Let's face it, there are good athletes on bad teams and some may try to get bigger, quicker and stronger so that the colleges take a closer look at them."
